As this matter takes space I put it into a new thread.

In the thread about the impostor and fraud Isaac Goiz Duran a "Oxford International University" is mentioned. But is it real?

I reorganized the sentence to show its parts easier to understand. Why so? Because it follows a simple pattern:

1. present a work
2. at this place
3. get the title
4. the title is

THIS is exactly how commercial title mills work. Exactly this way.

You go there, find some forms, enter what you want to be, pay some dollars, and the automaton outputs a nice degree. Well, we got it for free, because the Thunderwood College fun is for free in the net.

But others are not for free. They cost tens and hundreds and thousands of Dollars. And that is where the frauds get there titles from, to cheat their employers, customers, patients, endlessly, day for day.

It is THIS VERY SCENARIO.

We had an embassador knock at the door of the "University of Oxford" in Oxford, England, a brexited country in Europe.

The matter is complicated. It is confusing. And this is what the fraud Isaac Goiz Duran abuses: this confusion.

So the question is: What did Oxford International University do at the time, when Isaac Goiz Duran claims to have received his peculiar title "Doctor of Philosophy in Bioeergetic Medicine" back 2 September 1999?

The archive does not give ONE answer, it gives us some riddles.

Oxford International Education Group was founded in 1991 as ISIS Education and Travel by David Brown and Robert Darell. The company started operating outbound tours for UK University students through the academic year from September to June. To gain financing to grow the business, the Founders turned to the Prince’s Trust, one of the UK’s most successful youth charities. The Trust offered David and Robert a £5,000 loan and two mentors to help see the business through the next stage of its lifecycle. Oxford International has grown to be one of the top 10 businesses sponsored by the Trust and remains closely associated with it today.

The education opportunities we can offer students from around the world have grown in diversity and size since then, enabling us to support over 500,000 students since 1991.

A Brief Timeline of the last 29 years
In 1993, we established our first UK adult English language school with the acquisition of Greenwich School of English. In 1999, we opened the Brighton School of English, offering General English courses.

Oxford International added Bucksmore Education to our family to provide high-quality summer courses to individual students in 2003.

Growing our presence in the UK’s academic centre, in 2010, we were delighted to acquire Oxford Sixth Form College in the centre of Oxford next to Oriel College.

In 2013, Oxford International went international for the first time, acquiring our Vancouver and Toronto English language schools.

The same year, Oxford International was very proud to sign a Pathways partnership agreement with De Montfort University to open and run the Leicester International Pathway College (renamed to De Montfort University International College) in the heart of the great De Montfort campus. Our first students arrived in June 2014.

In 2014, we were proud to invite Bowmark Capital on board as a minority investor in Oxford International. Bowmark are very experienced investors in the education and travel sector, with their support, we were able to pursue our ambitious strategy for growth in the UK and overseas.

Also in 2014, we added San Diego to our centres in North America. Back in the UK, d’Overbroeck’s School was welcomed to the Group, and we acquired Homelingua, now known as Bucksmore Home Tuition.

In 2016 Bangor University International College welcomed its first cohort of international students. Since then, we have continued to grow our University Partnerships division with two partners in the UK and one in Germany. In 2017, International College Dundee began teaching integrated Bachelors and Masters courses. The University of Greenwich International College followed in 2018, becoming our first embedded college in London. In 2020, we launched Jacobs University International College, our first embedded college in Europe, the first of its kind in Germany.

In 2021, Oxford International strengthened its position as a premier university partnerships, digital education, and language provider through a management buyout backed by THI Investments and the sale of its schools division to Nord Anglia Education. Oxford International’s launch of the OI Digital Institute and European partnership with Jacobs University in 2020 has further developed the international education sector online and in Europe.  Courses offered in the OI Digital Institute have supported over 5,000 students in achieving UK university admissions and delivered unrivalled partner services for higher education institutions.

The university partnerships division has launched a new UK pathways collaboration with the University of Bradford, while its first partnership with De Montfort University has been nominated in the PIEoneer awards for public/private partnership. The English Language division, which opened its latest language school in New York, North America, continues to enrich its academic offering by equipping students with language skills necessary for the modern-day learner.

Nelson Hendler is a 1966 cum laude graduate of Princeton, where he also played varsity lacrosse. He received an MD in 1972, and a MS in neurophysiology in 1974, from University of Maryland, and did his residency training in psychiatry at Johns Hopkins Hospital from 1972 to 1975.  Dr. Hendler was Assistant Professor of Psychiatry and Neurosurgery at Johns Hopkins University School of Medicine for 31 years, and Associate Professor of Physiology at University of Maryland School of Dental Surgery. He was clinical director of Mensana Clinic from 1978 to 2006, which was listed in Business Week as one of the 8 best pain clinics in the United States, along with Mayo Clinic, Johns Hopkins Hospital and Cleveland Clinic.

Nelson Hendler has published four books, 34 textbook chapters, and 71 articles. He was past president of the Reflex Sympathetic Dystrophy Association of America, and of the American Academy of Pain Management.  He has lectured at 53 medical schools and hospitals in 11 countries and the United States, including the Al Kharj Military Hospital in Riyadh, Kingdom of Saudi Arabia, Far Eastern Medical School in the Philippines, Fortis, Apollo and Manipal Hospitals in Bengaluru, India, Keynote Speaker at the 9th Argentinean Congress on Pain in Rosario, Argentina, First honorary Member of the Israeli Pain Society, Hadassah Hospital, Harvard University, Mayo Clinic, Cornell Medical School and Johns Hopkins Hospital.  He has testified before the US Senate three times on medical issues for Senator Edward Kennedy, Senator Barbara Mikulski, and Senator Howard Metzenbaum.

Dr. Hendler has served on the board of two multi-billion dollar public companies, Columbia Bank and Lifeco (a holding company for a life insurance company and broker-dealer), and numerous non-profit boards, including the Baltimore Zoo, and as president of the Princeton Alumni Association of Maryland. He has also served as a consultant to two $3.5 B venture capital companies, Advent in Boston, and New Enterprise Associates in Baltimore, and to the President of the Senate of the US Virgin Islands. 

Recently, Dr. Hendler developed “Expert Systems,” for use over the Internet, based on research showing that 40%-80% of chronic pain patients are misdiagnosed. The Pain Validity Test predicts with 95% accuracy which patient will have abnormal medical tests. The Diagnostic Paradigm and Treatment Algorithm gives diagnoses with a 96% correlation with diagnoses of Johns Hopkins Hospital doctors, and recommends the proper diagnostic tests to use. The Headache Diagnostic Test has a 94 % correlation with diagnoses of Johns Hopkins Hospital doctors. Chronic Pain

Nelson Hendler, M.D., M.S., is the Clinical Director at Mensana Clinic. He authored 3 books, 29 medical textbook chapters, and 50 articles in medical journals, in addition to giving over 208 lectures about pain, nationally and internationally.
 

Dr. Hendler is on the faculty of an internationally renowned medical school, and the dental school in Baltimore. He provides direct medical care for all the patients, and sees the patients, himself, 7 days a week. Mensana Clinic is a multi-disciplinary diagnostic clinic for patients with chronic pain, such as low back pain, neck pain, limb pain, face pain, reflex sympathetic dystrophy, nerve entrapments, radiculopathies, broken fusions, poor recovery after laminectomy, and pain for which there is no diagnosis.
 

Mensana Clinic was listed in Business Week as one of the 8 best pain treatment centers in the United States, along with Mayo Clinic, Johns Hopkins Hospital and Cleveland Clinic. Also, Mensana Clinic was described in a key article by US News & World Report, March 17, 1997. The article described the patient David Bogan who was a victim (back injury) in an auto accident. His chronic pain started after surgery and no one could treat him. He has been to 20 doctors, drained his savings and still has the pain. He even started thinking about suicide, but he was lucky because he was referred to Mensana Clinic.

In terms of patient referrals, 98% of the referrals to Mensana Clinic are from physicians. Also, over 75% of the residential patients at Mensana Clinic are from 32 states and 8 foreign countries. Mensana Clinic specializes in patients with auto accident injuries and workers compensation, as well as those with difficult to diagnose pain problems. Mensana Clinic has published outcome studies, available on request, which document that:
a) between 40% to 66% of the patients referred to Mensana Clinic have not been adequately diagnosed before being seen at Mensana Clinic. As a result of this finding, extensive diagnostic evaluations, using a number of different types of physicians, are usually required. All consulting physicians are on the full time or part-time faculty of one of the 2 medical schools in Baltimore.
b) between 50% to 55% of the patients seen at Mensana Clinic are referred for additional surgery.
c) In a group of patients, for whom the insurance companies report a return to work rate of less than 1%, Mensana Clinic has a return to work rate of 62.5% for auto accident patients and 19.5% for workers compensation patients. Mensana Clinic have 19 years of experience in treating chronic pain patients. During that time, 1,234 residential patients and 5,459 outpatients were treated. Also, Mensana’s facilities include its clinical offices and the Mensana Inn, as a convenience or out-of-town patients.

"Because [she] was hopelessly addicted to pain medications, she begged Dr. Hendler to give her narcotics," states the lawsuit, which was filed in Baltimore County last week. "Dr. Hendler agreed to provide the narcotics and ?free? counseling in exchange for sexual favors."

The accuser is one of three patients who say Hendler engaged them in sexual misconduct.

In February, Hendler, an award-winning psychiatrist, pleaded guilty to a drug distribution charge in Baltimore County Circuit Court ? but maintained his innocence and avoided a conviction.

Hendler, who was being pressured with a federal indictment, entered an Alford plea to one count of possession with the intent to distribute drugs, including OxyContin ? meaning he denied any involvement in criminal activity but acknowledged prosecutors have enough evidence to convict him.

Judge Kathleen Cox sentenced Hendler to probation before judgment, which allowed him to avoid a conviction. Cox then ordered him to serve 18 months of probation.

The Maryland Board of Physicians suspended Hendler?s license on Feb. 6, 2006, when it concluded he distributed returned drugs to other patients and had sexual misconduct with three patients.

Last year, police searched Hendler?s Mensana Clinic in Stevenson and found 5,800 pills, including OxyContin, that should have been destroyed, officers said.

Please receive a cordial greeting from this Prosecutor's Office.

I hereby inform you of a swindle that has been perpetrated against the Costa Rican people, and I am passing it on to you so that you can inform the professional associations in the region, in order to prevent what has happened in Costa Rica from being repeated in other countries.

On 15 December 2006, Mrs. Ileana Rodríguez was received at the Office of the Prosecutor of the College of Physicians and Surgeons of Costa Rica. At that meeting, she verbally requested permission for Mr. Isaac Goiz Durán, a Mexican national, to give a seminar in Costa Rica from 22 to 27 January 2007, on the grounds that he is a doctor and also holds a PhD in Bioenergetic Medicine from OXFORD International University in England, as well as a PhD in Medical Biomagnetism from the New Sciences University of America in Mexico.

At this meeting, Ms. Rodriguez was informed of the requirements for granting such permits to foreign doctors, which include the presentation of the original duly authenticated degree showing the academic degree of the foreign doctor. Ms. Rodriguez, who claims to be a patient of Dr. Goiz, is the president of the company organising the activity.

No formal application for permission to practice or for teaching activities was ever submitted to this College. However, "a novel therapy to cure chronic illnesses" was advertised in the newspapers, and pamphlets were distributed advertising the "medical therapy The Biomagnetic Pair", promising that this therapy detects and cures illnesses ranging from parasites to AIDS by placing magnets in different parts of the body, for the sum of 100 dollars per consultation.

The College of Doctors, in the fulfilment of its functions, has investigated on the internet, embassies and consulates of Mexico and England. This research revealed the following:

1. At the University of Oxford, England, there does not appear to be a PhD in Bioenergetic Medicine.

2. The existence of the New Sciences University of America in Mexico could not be found.

3. The Centro de Investigación en Biomagnetismo Médico, S.C., was founded and is currently directed by Mr. Isaac Goiz.

4. As far as Biomagnetism and biomagnetic pairs are concerned, the only information available is the one presented by Mr. Goiz and his collaborators.

5. The publication of the newspapers and the pamphlet of Mr. Isaac Goiz violate the following articles of the General Health Law: 24, 43, 45, 260, 370. In addition to articles 4, 5 and 6 of the Organic Law of the College of Physicians and Surgeons of Costa Rica.


Therefore, the College of Physicians and Surgeons of Costa Rica warned the public that Mr. Isaac Goiz Durán is not authorised to practice in the national territory and his therapy does not have scientific backing, nor the endorsement of this College.

In spite of the above, Mr. Goiz started a seminar to teach his therapeutic technique to those interested, the five-day seminar had a cost of one thousand dollars. Attendees were to receive a certificate issued by the Institute he had founded.

This seminar was not completed because the College filed a complaint with the Courts of Justice for illegal practice of the profession, which caused Mr. Goiz to leave the country earlier than planned. In addition, he had made appointments to see people (without the permission of the College of Physicians), who had to pay 30 percent of the cost of the consultation in advance, and the people who could not be seen by him have not received their money back.

We have learned that this gentleman not only intended to give the course in Costa Rica, but that he is touring the region, so we decided to inform you in order to alert other countries, mainly Chile, since it seems that this country is his next destination.

Estimados colegas:

Reciban un cordial saludo de esta Fiscalía.

Por este medio les comunico sobre una estafa que se realizó al pueblo costarricense, la trasmito a ustedes con el fin de que lo comuniquen a los Colegios profesionales de la Región, para evitar que lo sucedido en Costa Rica se repita en otros países

El 15 de diciembre de 2006 se recibió en la Fiscalía del Colegio de Médicos y Cirujanos de Costa Rica a la Sra. Ileana Rodríguez, en esa reunión ella solicita de forma verbal un permiso para que el Sr. Isaac Goiz Durán, de nacionalidad mexicana, impartiera en Costa Rica un seminario del 22 al 27 de enero de 2007, aduciendo que dicho señor es médico y además posee el grado de PhD en Medicina Bioenergética de la OXFORD Internacional University de Inglaterra, además de un PhD en Biomagnetismo Médico de la New Sciences University of America en México.

En dicha reunión se le informó a la Sra. Rodríguez cuáles son los requisitos para poder otorgar dichos permisos a los médicos extranjeros, dentro de los cuales se encuentra la presentación del título original debidamente autenticado que muestre el grado académico del médico extranjero. La Sra. Rodríguez, quien dice ser paciente del Dr. Goiz, es la presidenta de la empresa que organiza la actividad.

Nunca se presentó a este Colegio ninguna solicitud formal de permiso para ejercer, ni para actividades de docencia. Sin embargo, se anunció en los periódicos "una novedosa terapia paras curar males crónicos", además se repartieron panfletos anunciando la "terapia médica El Par Biomagnético" prometiendo que dicha terapia detecta y cura enfermedades que van desde parásitos hasta el Sida mediante la colocación de imanes en diferentes partes del cuerpo, por la suma de 100 dólares por consulta.

El colegio de Médicos, en el cumplimiento de sus funciones se ha abocado a investigar en internet, embajadas y consulados de México y de Inglaterra. De en esa investigación se desprende lo siguiente:

1. En la Universidad de Oxford, Inglaterra, no parece existir un PhD en Medicina Bioenergética

2. No se ha podido encontrar la existencia de la New Sciences University of America en México.

3. el Centro de Investigación en Biomagnetismo Médico, S.C, fue fundado y actualmente dirigido por el Señor Isaac Goiz

4. En lo que respecta a Biomagnetismo y pares biomagnéticos, la única información disponible es la expuesta por el Sr. Goiz y sus colaboradores.

5. La publicación de los Periódicos y el panfleto del Sr. Isaac Goiz violan los siguientes artículos de la Ley General de Salud: 24, 43, 45, 260, 370. Además de los artículos 4, 5 y 6 de la Ley Orgánica del Colegio de Médicos y Cirujanos de Costa Rica.


Por lo tanto el Colegio de Médicos y Cirujanos de Costa Rica advirtió a la ciudadanía que el Sr. Isaac Goiz Durán no está autorizado para ejercer en el territorio nacional y su terapéutica no cuenta con respaldo científico, ni con el aval de este Colegio.

A pesar de lo anterior, el Sr. Goiz inició un seminario para enseñar su técnica terapéutica a los interesados, el seminario de cinco días de duración, tenía un costo de mil dólares. A los asistentes les entregaría un certificado emitido por el Instituto fundado por él mismo.

Dicho seminario no fue concluido debido a que este Colegio presentó una denuncia por ejercicio ilegal de la profesión a los Tribunales de Justicia, esto hizo que el Sr. Goiz saliera del país antes de lo previsto. Además, había dado citas para atender personas (sin permiso del Colegio de Médicos), las cuales debían cancelar el 30 por ciento del valor de la consulta por adelantado, las personas que no pudieron ser atendidas por dicho señor, no han recibido la devolución de su dinero.

Hemos tenido conocimiento de que dicho señor no sólo pretendía impartir el curso en Costa Rica, sino que está realizando una gira por la Región, por lo que decidimos informarle con el fin de que se trasmita la alerta a los otros países, principalmente Chile, debido a que parece ser que ese país es su próximo destino.
