Die Rotzlöffel auf Samoa haben den Notstand aufgehoben, so daß sie seit 4 Tagen die weitere Entwicklung des Masern-Ausbruchs verschweigen.

New Year Address by the Hon Prime Minister Tuilaepa Dr Sailele Malielegaoi - 2020

As we watch 2019 unfold into the new year, we need to look back, reflect and acknowledge with thankful hearts God’s mercy and love for Samoa and our people. In all our circumstances in the past twelve months, through both achievements and tribulations, we have seen His grace at work, turning despair to hope, doubt to faith, pride to humility and sadness to comfort and solace.

I wish to acknowledge what have been some of the major developments this year. In March, the new Maota Fono opened its doors; this was a co-funded initiative between the Governments of Australia and Samoa. Despite our resource constraints, we were able to successfully host eight international meetings in Samoa as well as stage the 16th Pacific Games in July despite the limited time to meet the obligations involved.

Even with the poor record of prison security, we were able to complete a new facility and facilitated the shift of the prison to its new location at Tanumalala in order to provide space for the new police-training academy and other development initiatives. We received in October from the Government of Australia, an upgraded and technologically advanced Nafanua II patrol boat under the Pacific Maritime Surveillance program, which offered more work opportunities for its 20 member crew including women.

In our quest to benefit from the advances of technology, the Manatua Cable was launched in early November providing more opportunities to bridge the digital divide and our isolation from the rest of the world and markets for our products.
The advances of technology coupled with access to information and knowledge is a firm foundation for sustainable development.

The Knowledge Society initiative with the support of the UN and the Government of India provides new horizons for the youth of Samoa through a digital library hosted by the National University of Samoa, open research and a centre for learning. We have since launched broadcasting services using digital television.

The first phase of the West Coast airport road, building resilience into such infrastructural facilities is almost completed. Transport connectivity continues to progress with the use of Bailey bridges such as that for Lotosamasoni and other targeted road junctures. For the examples cited and for many more, the Government of Samoa appreciates and thanks all its development partners for helping us address our priority development needs.

In the past two months, we have seen the measles epidemic sweep throughout Samoa,affecting just over five and a half thousand citizens, mainly children and with a death toll at just over 80. Thankfully, the numbers as of current indicate a reprieve as we head towards recovery. The Government has made some hard decisions for the protection in particular of our children and to ensure that we will always be in a state of readiness to aptly respond to any such crisis in the future. I join all of Samoa in conveying our deep-felt sympathies and condolences to all families that have lost loved ones. May God’s healing and comfort fill your homes.

With regard to the measles response, I wish to thank the following governments and organisations for having responded in a timely manner to our request for help.Forty nine medical teams from the following countries and organisations:
• Australia
• China
• France/French Polynesia
• Fiji through UNFPA
• Israel
• United States/Hawaii
• Japan
• Papua New Guinea
• New Zealand, and Associated service providers (Pasifika Media Association)
• Norway
• United Nations Agencies
• United Kingdom and UK Save the Children
• Solomon Islands and Kiribati through the Pacific Community,American Samoa
• Médecins Sans Frontiéres
• Blacktown Doctors Medical Centre
• Samoan Doctors Worldwide.

Ten countries and organisations have deployed more than one rotation. Some of the teams came with supplies,provided urgently needed medical equipment and even makeshift wards in anticipation of the fast rising number of cases. Your invaluable help strengthened our resolve to face the challenges and constraints. The work of the psychosocial teams have helped ease the burden for the parents who have lost loved ones as well as the national staff who cannot be immune to the daily loss of life.

I acknowledge also the help that has come from the Diasporas around the globe through financial, in kind and moral support. I take this opportunity to thank all the local staff of all the hospitals and the health sector for having weathered the crisis and giving the best you could under the difficult circumstances.

The underpinning support of the Disaster Advisory Council and the National Emergency Operations Centre and leadership gave reality to the decision making by Government. Faamalo le tautua.

In a few minutes, the fireworks will be launched from the elevated eastern point of Mount Vaea for the first time, to welcome the commencement of 2020. This is the new location of the lighthouse to replace the current one that is stationed at a lower point of Vaea. The lighthouse will resemble the Cross of Jesus Christ that will be visible from Apia City and its peripheries. The Cross will guide all journeys at sea including fishermen when they enter the shores of our country. Named as the Apia City Look Out – Way of the Cross, the place will be used for peaceful meditation in the Word of God, and for families and visitors travelling to Samoa to view the landscape of Apia City during the day and at night. Above all the Cross symbolizes our commitment and faith in God, whom Samoa is founded upon.

Finally, thank you all sincerely for generating and championing the power of prayer, in our search for divine guidance in what each day brings for each one of us.

The question we face is ‘when our perils are past – shall our gratitude go to sleep? Not at all. I am happy to announce that our week of prayer and fasting will begin on January 5th, 2020 for us to be humble before the Lord, and to seek His will for Samoa over this New Year.

I wish you all a very peaceful, blessed and safe New Year.

Ich würde es sehr begrüßen, wenn die Vollpfosten nicht so dumm herumbrabbeln, sondern endlich ein korrektes Englisch sprechen würden. Der folgende Satz ist Teil einer offiziellen Mitteilung der Regierung von Samoa. Typisch unverständliches Politgebrabbel.

81 Tote. Oder schon mehr? Es gibt seit Tagen keine neuen Meldungen mehr. Die Regierung hüllt sich bei Details zum Masernausbruch in Schweigen. Dafür gibt sie um so mehr religioten Quatsch von sich.

GOVT PRESS SECRETARIAT; A Senior Psychiatric Registrar from Counties Manukau Health has step forward to acknowledge the professionalism by the Mental Health Clinic with the Ministry of Health under the leadership of Seiuliali’i Dr George Tuitama.

“I commend Dr Tuitama and his team for the leadership, courage and the heart they have to run a service with limited staff, medications and other resources,” acknowledged Senior Psychiatric Registrar. Dr Staverton (Tony) Kautoke.

Dr. Kautoke was deployed in Samoa through the Pasifika Medical Association (PACMAT) Emergency Medical Team that responded to the measles crisis.

“I was thoroughly impressed and emotional when they went out of their way to support the less fortunate families and provided immense support to a young 12-year-old and her younger siblings who were looking after 3 of their family members who unfortunately died secondary to measles complications,” continued Dr Kautoke.
“They were showered, clothed and fed and given space to sleep. The children and their family were always welcomed to the Safespace.”

The following is the full text Dr. Kautoke’s Public Letter of Acknowledgement;

30th December 2019
Talofa Lava and Malo e lelei,
‘O lo’u igoa ‘o Dr Staverton (Tony) Kautoke a senior Psychiatric Registrar (Tamasi’i Tonga) currently working in Counties Manukau Health, New Zealand. I had the privilege and blessing of being deployed as a PACMAT member (under the NZ government) to work alongside Seiuliali’i Dr George Tuitama and his team members at the Safespace (Mental Health unit) at Tupua Tamasese Meaole Hospital.
Dr Tuitama is the sole mental health doctor in charge of the Safespace/Mental Health Unit and has been integral in establishing the psychosocial support services provided to the hospital.
My deployment was from the 26th December and ended on the 3rd January 2019. I was part of the PACMAT Lima Mental Health team.
The first PACMAT mental health team was led by Dr Allister Bush. Most PACMAT mental health teams consisted of Psychiatrists, Clinical Psychologists, Psychiatric Nurses and social workers. We all worked under the leadership of Dr Tuitama and his team who already had an ingenious method of working prior to our arrival.

STRENGTHS
Prior to the PACMAT team arrival, Dr Tuitama had already coordinated a psychosocial response to the measles crisis.
Dr Tuitama brought together a team of volunteer faifeau, faletua, social workers, Red Cross workers, environmental health clinicians and counsellors which had commenced on the first week of December.
Dr Tuitama and the team decided on utilising an approach consistent with Fa’a Samoa values relating to respectful approaches regarding va and consistent with asiasiga as mentioned in Dr Allister Bush’s report.
This approach emphasized the spiritual focus of pastoral care a skill already familiar to Samoan staff, faifeau and counsellors. The team agreed on an approach that avoided forced retelling of possible traumatic experiences which can be more harmful to victims and patients but invited aiga to reflect on their strengths and a wide range of coping styles that they use in the face of stress.

BRIEFING & DEBRIEFING
Dr Tuitama led daily briefings every morning with the psychosocial support team emphasizing the importance of checking in with the hospital ward charge nurses and doctors identifying new patients and staff members that required support. Also enhancing the va as mentioned above.
Close to the end of the day, the psychosocial teams would return to debrief their work, share cases and also used this as a learning opportunity to enhance their work. Clinical oversight was provided by Dr Tuitama and one of the visiting Psychiatrists. My main role was to look after the mental health outpatient clinic, patients admitted to Safespace and to review patients at Goschen Trust to free up Dr Tuitama to focus on the psychosocial support team.
The Psychosocial support team continued to grow from strength to strength.
This was highlighted in one of the HEOC meetings where the Samoa Director General of Health commended Dr Tuitama and his team for the ongoing work being carried out for staff, patients and their families.
Over the week I was present, I observed the strengthening va between the psychosocial support team, medical staff, patients and their families. This further increase the awareness on the importance of looking after one’s mental health and well-being.
Many individuals, entrepreneurs and organizations collaborated to donate gifts, food, clothing, baby wipes, nappies and many other practical things to enable the psychosocial support team to provide referred patients and their families.
I commend Dr Tuitama and his team for the leadership, courage and the heart they have to run a service with limited staff, medications and other resources. I was thoroughly impressed and emotional when they went out of their way to support the less fortunate families and provided immense support to a young 12-year-old and her younger siblings who were looking after 3 of their family members who unfortunately died secondary to measles complications.
They were showered, clothed and fed and given space to sleep. The children and their family were always welcomed to the Safespace.

TOUCH OF SAMOA
I had the opportunity to experience a Samoan massage (fofo). When given the choice between soft or hard, I thought I would go for the hard but quickly reverted to the “soft” after I felt my shoulders were about to dislocate during the “hard” massage. The Psychosocial Support Team organized a free fofo for all hospital staff at the Mental Health Unit. This was funded by the NZ government and it provided staff a break and sensory modulation to help relieve some stress. There was an increase in uptake on this support.
I was blessed to partake in the daily breakfasts and lunches provided by Frankie’s Supermarket and Mama Agnes. Mama Agnes and many others provided me with the Samoan hospitality by looking after my large Tongan appetite.

RECOMMENDATIONS
MOH Samoa will need to continue to grow the Mental Health workforce to support Dr Tuitama and his team.
This includes increasing mental health staff and further planning to attract younger doctors, nurses, psychologists and social workers to work with Dr Tuitama and team.
Continue to maintain the va between the psychosocial support team and ward staff. For medical staff to utilise this important resource.
Safespace welcomes more donations to help the psychosocial team support the less fortunate
Reconfiguration of the Mental Health unit and possible expansion to house wards with rooms but again this will require more staff

ACKNOWLEDGEMENTS
I would like to take this opportunity to thank God, PACMAT, Government of NZ and Government of Samoa for the opportunity to be able to serve the people of Samoa. UPDATE ON THE MEASLES OUTBREAK

Press Release; HEALTH EMERGENCY OPERATION CENTRE, (HEOC)

January 6th, 2020; The Ministry of Health confirms a cumulative total of 5,697 measles cases have been reported to the Disease Surveillance Team, since the outbreak started.

Currently the outbreak is declining with 30 new cases reported between December 29, 2019 and January 5, 2020.

As of 8.30am January 5th 2020, there were 16 measles currently admitted at the Tupua Tamasese Meaole Hospital (TTMH) including 4 critically ill children in ICU/HDU.

The total number of measles cases admitted to all hospitals recorded for the outbreak to date is 1,860. Of that, 1,761 (95%) patients have recovered and been discharged.

To date, 83 measles related deaths have been recorded. There were 2 fatalities (one infant and one adult) between December 29, 2019 and January 5, 2020.

There are currently no travel restrictions or vaccination requirement for those travelling to Samoa. Additionally, proof of MMR vaccination is not currently required for Samoans travelling to Australia, New Zealand, or the United States.
Only travelers to American Samoa are required to provide proof of vaccination for MMR.

Nicht die samoanische Regierung, sondern die WHO hat die letzten Zahlen bekanntgemacht, 3 Wochen nach dem letzten Statement der samoanischen Regierung.
