Firstly, thank you to the over 3,000 of you who wrote to your MPs over Christmas
urging them to get libel reform into the next Queen's Speech. If you
haven't already, you can still write to your MP here

The next step towards libel reform is the Government's report on the draft
Defamation Bill, which we have been told to expect any day now.

This report is the Government's response to scrutiny of the draft Bill by MPs
and Peers and its response to the public consultation many of you took part in last
Summer. The Government will publish a new Defamation Bill if libel reform is in the
Queen's Speech in May; this report is important because it will set out the
Government's thinking on what should be in a Bill.

As you know, we urged the Government to strengthen the draft Bill to protect NGOs,
scientists, bloggers and authors writing in the public interest; to introduce a
strict test to ensure that bullying libel claims get thrown out early; to tackle the
problem of corporations using the laws to silence criticism and to bring the law up
to date for the internet age. If the Government's report doesn't go far
enough on these issues, we will have to take action.

Dear Friends

We understand that the Government will publish a statement tomorrow in response to
Parliament's Joint Scrutiny Committee report on the Draft Defamation Bill.

We think it will fall short of the vital reforms the Libel Reform Campaign, together
with many of you, has been calling for. We are pleased that the Government is
committed to bringing forward legislation, which is testament to your support and to
all of you that have provided evidence and shared your experiences about the impact
that the current libel laws are having. However, we need to ensure that concerns are
met on companies' use of libel laws, internet publishing and the multiple
publication rule, libel tourism, the need for a public interest defence and a
strengthened defence of fair comment, and hurdles to prevent trivial cases. We will
publish an initial response to the Government's statement tomorrow on
http://www.libelreform.org.

The Libel Reform Campaign will continue to work constructively with Government to
persuade them that they can meet their manifesto commitments. We hope you will
continue to work with us to make sure this is the case.

Dear Friends

The Government has published the Defamation Bill that was announced in last week's Queen's Speech.  You can read the Bill, and see coverage and reaction to it and the Queen's Speech, at

The libel reform campaign, nearly 100 organisations and 60,000 of you have been calling for this since December 2009. Congratulations to everyone on this momentous stage!

Now we need to examine the details of the Bill and work to ensure the reforms will do away with unwarranted chilling, bullying effects of the current laws. Over the coming months, we need  to continue to fight for:

*** a public interest defence so people can defend themselves unless the claimant can show they have been malicious or reckless.
   
*** a strong test of harm that strikes out claims unless the claimant can demonstrate serious and substantial harm and they have a real prospect of vindication.
   
*** a restriction on corporations' ability to use the libel laws to silence criticism.
   
** provisions for online hosts and intermediaries, who are not authors nor traditional publishers.

On 27th June, we will be part of group who will present the petition you have signed to No.10 Downing Street. We will be asking for a Defamation Bill that will make the libel laws fairer, more accessible and in the public interest. Will you help us and let MPs know that the Defamation Bill currently passing through Parliament is still inadequate?

For example, the Bill lacks a public interest defence, which is what those writing on matters on public interest desperately need. The unfair libel cases (Singh, Goldacre, Wilmshurst, etc) that sparked the Libel Reform Campaign could all happen again without a public interest defence.

 In this final push for a truly fair and effective Defamation Bill, you can do your bit in three simple ways in three minutes:

1. Please send an email to your MP if you have not done so already last week. You can find a template email and instructions for contacting your MP here

Dear Friends

Thanks so much to everyone who joined us in Parliament yesterday to hear stirring stories of suppressed debate in science, consumer affairs and literature and to watch the Libel Reform Campaign petition that you signed being delivered to Downing Street -  in a hugely significant moment for the campaign. These are some of the stories we heard yesterday:

Biochemist Stuart Jones told us a libel threat has made him think twice about speaking out about doctors who use unproven treatments and tests;

Kate Briscoe from Legal Beagles, a website that offers free legal advice on consumer issues and handling debt, told us about libel threats to consumer groups for writing about firms employed by high street companies to sue alleged shoplifters, including people with dementia and parents returning goods picked up by toddlers for over 100 Pounds in compensation;

And author Kamila Shamsie told us it is the newer voices, the quieter voices, the more experimental voices in literature who find themselves shut down by threats.

We think the Minister Lord McNally, the Shadow Minister Robert Flello, Lib Dem deputy leader Simon Hughes and all the other Parliamentarians at the meeting found the stories as moving as we did. The waves of support in the packed room and the passionate calls for urgent amendments to the Defamation Bill made clear what we need the Bill  to achieve.
